Many European public institutions do not charge tuition fees to EU and EEA member countries with Germany and Norway being exceptions, offering free education to students from all countries regardless of their nationality. Germany: Germany offers free education to all students regardless of their nationality. The only exception in Germany is the state of Baden-Württemberg which charges non EU students a fee of 1500 euros per semester.

Norway: Most of the top universities in Norway are public institutions and they do not charge tuition fees to students, whether they are EU citizens or not. The other private universities do charge a small tuition fee to students but that is still lower than the tuition fees charged by other countries.

Iceland: Public universities of Iceland again do not charge tuition fees to students regardless of their origin. However, most universities of Iceland do not offer bachelor’s degrees in English but masters programs and higher level programs are offered in English. If you wish to go to Iceland to pursue your higher education, it is beneficial if you learn Icelandic.

Austria: The first two semesters for the EU/EEA students are free in Austria, after which they will have to pay a fee of 363.36 euros. For the other international students, a fee of 726.72 euros has to be paid per semester. This again, is applicable only to public institutions of Austria. The private institutions charge the regular tuition fees as required by the university.

France: As per the France government’s education rules, students pay considerable lower tuition fees. For the EU students, a fee of 170 euros to 243 euros is charged per year depending upon the degree type. For the other international students, a fee of 2,770 euros to 3,770 euros is charged per year, again depending upon the degree type.

Since the tuition fees in most of the countries in Europe is free or relatively low, students can save up and can spend on accommodations instead. Again, the cost of living  in Europe varies from country to country with some places like Bulgaria and Cyprus charging as little as 150 euros -180 euros a month and other countries like Austria, Switzerland and Paris charging about 200 euros to 500 euros a month.
