One of the best opportunities for them comes in the form of the National overseas scholarship programme.
Scholarship Overview
The Ministry of Social Justice and Empowerment provides the National overseas scholarship to the Scheduled Caste (SC), denotified nomadic & semi-nomadic tribes, landless agricultural labourers and traditional artisan category students. This scholarship is provided in order to obtain higher education via Masters’ or a PhD.
What Are The Requirements For This Scholarship?
In order to be eligible for the National overseas scholarship, students should have secured at least 60% of marks or its equivalent grades in the qualifying examination. For PhD students, the qualifying exam would be in their masters’ degree and for masters’ students, it would be in their bachelor’s degree. Applicants cannot be more than 35 years of age while applying for this scholarship. The total family income of the applicant should not exceed INR 8 lakh per annum in the preceding year.
Benefits Of The National Overseas Scholarship Programme
While there are many universities that offer fully funded scholarships every year, this scholarship helps students get into universities of their choice. Every year, about 100 scholarships are awarded to freshmen subject to availability of funds throughout the duration of study. The National Overseas Scholarship scheme provides financial assistance to candidates who wish to pursue masters’ level and PhD level studies.

You can benefit out of this scholarship programme in many ways and they include:
- The Central Sector Scheme of the National Overseas Scholarship has allocated 30% of the scholarships for women exclusively. However, in case adequate women candidates do not fill the 30% slots, then the rest is given to male candidates who wish to fill in.
- This scheme also includes a determination of family income wherein the following family members will be considered for the National Overseas Scholarship programme:
- The candidate applying for the scholarship
- His/Her Parents
- Siblings below 18 years
- His/Her Spouse (if any)
- Children below the age of 18 years

National Overseas Scholarship Eligibility
Candidates applying for the National Overseas Scholarship should ensure that they meet the following requirements before proceeding:
- The applicant is not eligible for this programme if he/she wishes to pursue the same level of course for which they have already qualified at any university or institution.
- Selected candidates who are already employed have to submit a “No Objection” certificate from the Employer to this Ministry.
- The candidate applying for the National Overseas Scholarship programme has to provide an undertaking stating that they will allow their university to share information with the concerned Indian mission and ministry for abroad. The applicants must also state that they are not currently in hold of any other scholarship or programme.
- While it is preferred that the applicant returns to his/her country of origin after completion of their course, the candidate however can stay for a period of 02 years provided they have financial support of their own. The candidate should also secure an appropriate visa of his/her own to further their stay. In that case, the candidate is required to inform the ministry about their employment details.

The National Overseas Scholarship programme covers your expenses for the duration based on the number of years your course of study is.
PhD Level Studies: 4 years
Masters’ Studies: 3 years
Application & Selection Procedure
The National Overseas Scholarship programme is offered to eligible candidates who fit into the basic minimum requirements. Candidates can only apply for the scholarship by registering here.
The portal for applying for this scholarship will be open in April of every year for a period of 30 days and only online applications will be accepted for the programme’s first round of selection.
Incomplete applications will be rejected, however, the rejected candidates have an option of re-applying for the programme in the due course of the scholarship opening.
Only those candidates who have obtained an unconditional offer letter from a university ranked amongst the top 100 as per the world university rankings can apply for this scholarship.
There are cycles of selection and scholarships are awarded to students in the position of their performance since they are merit-based. The candidates holding an offer letter from a higher ranked university are placed on priority.
The candidate who has secured this scholarship, is required to join the said course within a period of one year after having applied for the National Overseas Scholarship.
In case slots remain vacant, eligible candidates holding an unconditional letter from any foreign-based university/ institution and have applied for this scholarship will be considered on the basis of their marks/grades that they secured in their qualifying examination.
